Valentin Abaulin e-mail Memorial on draughts-64 (russian version)
Tournaments start: 15-01-2003.
The tournament is dedicated to the memory of an outstanding grandmaster
V. I. Abaulin from Tula, who would be 70 on August 29, 2003.
The tournament is organized by the Draughts Federation of Tula (Russia).
The chief arbiter is Boris Oksman (arbiter of the republican category).
The chief secretary is Vladimir Shulyupov (arbiter of the first category).
This tournament is one of the semi-finals of the 2nd E-mail World
Championship. Three winners of this tournament will get to the final. Besides
that the best three candidates, who didn’t get the right to take part in the
final of the 4th Open E-mail Russian Championship (according to the results of
RC02) will be awarded this right. All draughts-players who have the first grade
and higher are invited to take part in this tournament, with the exception of
those who quitted the e-mail tournaments two or more times without valid
reasons.

The rules of tournament:
1. The applications should be sent till January 5, 2003 to the e-mail address
shulyupov@tula.net and a copy should be sent to nickst@svitonline.com.
The application should contain: last name, first name, (middle name) – it is
advisable to give Russian, English and national variants (if the latter is
different from the first two); grade, rating, date of birth, mailing and e-mail
(main and reserve) addresses; languages, in order of priority, that can be used
in communication with the board of judges and other participants (Russian and
English are obligatory). You can give any additional information and send your
photo. All information will be placed on the draughts players database on the
site of N. Stepanyuk.
2. The tournament will be held by Round Robin tournament according to
Shashechniy Code of USSR (1986 year edition). The board of judges has the right
to change the system in case of a great number of applications.
3. Before the beginning of the tournament the drawing of personal numbers is
carried out. Each of them is assigned a personal number starting from 01. Then
each game is assigned the number composed from the personal number of players,
first of white, then of black (for example, 0712).
4. To notify the opponent about the move, the player sends the letter to his
e-mail address. In a field “Cc” you should write shulyupov@tula.net. The field
“subject” should contain the code of tournament, the number of the game (for
example, AM-03 0712). The field “message” should contain: the code of
tournament, the number of the game, the names of players, all the moves made
before, the next move (it is advisable to mark it out), the forced moves of the
opponent and the answers to them. If you wish you can offer some variant (in
brackets) in the form: “if – then”, “on – answer”, or “suggest a variant”. It is
recommended to mention the total time, spent by both partners.
5. Time limit for all the games: 50 days for the first 10 moves, 30 days for
the second 10 moves, 20 – for the third 10, and 10 days for the next every 10
moves with the summing up of the time. The readout of time starts from the date
of the sending of the opponent’s last move. The date is defined by Moscow time
(+3:00 GMT). In case of an argument the time of sending is defined by the time
of receiving the e-mail by an arbiter. However, if the player has less than 5
days before the limit of time, in case he gives an answer in less than 12 hours,
it means that he spent 0 days, even if the next day has already started.
6. In (the first!) case of failing to send an answer in time, the DEFEAT can be
assigned to the player by the board of judges, if his opponent notified him and
the judges about this possibility in no less than 5 days. If the player made an
impossible (or inadmissible) move, he gets 3 DAYS PENALTIES added to the time
he had spent. If the player didn’t get an answer in 10 days (without preliminary
warning), he has to repeat his last e-mail to both addresses (to his opponent
and to the arbiter). In case the player has received the automatic message from
the post mail-robot about failure of mail sending, he has to inform the arbiter
about it.
7. Each player has the right to take one or more breaks of 20 days of total
duration. The player should notify all the participants and arbiters about this
break beforehand. The break cannot start before the next day after its
declaration. Other players have to answer to the player who took a break as
usual. For the other players the time is not stopped. In exceptional cases, an
extra break can be given to the players by the board of judges, if the reason is
valid (illness, urgent business trip, etc.).
8. For a victory in each game the player gets 2 points, for a draw – 1 point,
for a loss – 0 points. The player with the best score (number of points) is
declared the winner of the tournament. In case two or more players have got an
equal score, the places will be distributed according to: 1) coefficient; 2) the
result of personal games of these participants; 3) quantity of victories.
9. The tournament fee is 5$. The way of payment will be declared additionally.
The tournament fees will be used to form the prize fund, taking into account the
mailing expenses (to 3 winners in proportion 3:2:1).

E-mails to all your checkerfriends. Starting in 2003 you have to pay for a
subscription for 1 year a small amount: 10 euro or dollar.

Competition of designers
The Draughts Federation of Russia addresses to all fans of our game with
the request to help to make a colourful banner for our site.
The size of a banner - 468x60. We necessarily shall publish ALL banners sent
in our address and we shall lead among you voting. For participation and
a victory in competition any monetary compensations are not stipulated,
we perceive this competition as your help of our Federation. Send the variants

and specify in the letter the brief data on. We hope for participation as
professional designers, and everyone who wants to try him become.

New email-championships
To address of Federation many inquiries about terms of realization
of a new cycle of our championships on email-correspondence act.
We answer - tournaments will start March, 1, and the Regulations about
realization with the new Rules now prepare, which basic difference will
be the increased term (about 7 days) considerings of the answer.
All subtleties of game and calculation of time, the blessing experience
already us also will be more precisely registered is saved up.
It is planned, that this information becomes accessible in 20 dates of
January then we shall declare the beginning the claims-companies.
